Building an MSME Halal Ecosystem: A Study of the Challenges and Motivations of MSME Actors in Accessing Halal Certification in East Kutai Regency

Halal certification is an instrument in ensuring the halalness of products, for MSMEs, halal certification is not only a form of compliance with regulations, but also an opportunity to increase consumer trust. However, the implementation of halal certification among MSMEs still faces various challenges, especially related to understanding, limited access to technology, and lack of assistance. This study aims to identify the understanding, challenges, and motivations of MSME actors in East Kutai Regency in taking care of halal certification, as well as formulate contextual and applicable strategies. This study uses a descriptive qualitative approach with in-depth interview techniques with MSME actors in the food and beverage sector. Data analysis is carried out through data reduction, data presentation, and conclusion drawn. The results of the study show that MSME actors' understanding of halal certification still varies, most of them do not understand the process and its benefits. The main challenges include low halal literacy, limitations in accessing the SIHALAL system, and lack of access to halal companions. Meanwhile, the motivation to take care of certification arises from religious factors, the need to build consumer trust, and the encouragement of the social environment. This study recommends three main strategies, strengthening the halal assistance system at the local level, community-based socialization that is easily accessible, and cross-sector collaboration between the government, academics, and the MSME community. Theoretically, this study strengthens that the success of the implementation of halal certification in MSMEs is influenced by the linkage between halal literacy, digital capacity, and institutional support, thereby enriching the study of the implementation of halal certification policies in the MSME sector. This strategy is expected to be able to bridge the gap between regulations and realities in the field and encourage increased participation of halal certification MSMEs
